EMR Certification Overview
OntarioMD EMR Certification assures physicians and the digital health community that EMR vendors and their certified EMR products have met and continue to meet the minimum requirements and obligations to drive EMR maturity for the respective jurisdiction(s).
EMR Offerings must be certified in order to subscribe to provincial EHR products and services, for example, in Ontario OLIS, HRM, and future EHR solutions and services as they become available.
OntarioMD certified EMR Offerings are recognized for:

aligning to the published Mandatory EMR Specifications for a specific care domain (e.g.: Primary Care) as identified below by jurisdiction

maintaining obligations set forth in the EMR Vendor Certification Agreement
EMR Certification Fee
New EMR vendors will be required to pay a one-time total fee for the EMR Validation process. The fee is divided into three milestone payments (at the beginning of the designated Stage)

Stage 3 - Validation, Foundation and Functional Categories
Stage 4 - Validation, EHR Connectivity and Tools Category

EMR Certification Releases
The set of Mandatory EMR Specifications, including the version number required for EMR Certification, is defined as a Release.
An EMR Specification is flagged as Mandatory only when, for example, the adoption of the product/service of the EMR Specification is considered foundational to all EMRs or the Ministry of Health or other regulatory authority introduces policy or legislation mandating the use of the functionality, etc. Prior to an EMR specification being set as mandatory, OntarioMD will provide EMR vendors with a minimum of 12 months' notice of the requirement to successfully incorporate the functionality into their EMR Offering(s).

EMR Certificate Status
An EMR Offering Certificate will have one of the following statuses:

Active
An Active certificate status indicates that the EMR Offering is in good standing: -
Aligned with the applicable EMR Specifications

The EMR Vendor is maintaining their obligations set forth in the OntarioMD EMR Vendor Certification Agreement
An EMR Vendor with an EMR Offering with an Active certificate status are eligible: -
To connect to provincial EHR products and services
To participate in provincial EMR integration, EMR tooling or quality improvement initiatives (e.g. Proof of Concepts)

Suspended
A Suspended Certificate indicates that an EMR Offering is out of alignment with one or more applicable EMR Specifications and/or the EMR Vendor has not resolved its non-conformance to its obligations set forth in the EMR Vendor Certification Agreement.
An EMR Offering with a Suspended Certificate: -
Is no longer eligible to connect new clinicians/clients to Provincial EHR Products and Services such as DHDR, OLIS, HRM, etc. (existing connections will not be disconnected)

This includes new products and services as they become available
-
Will not be eligible to participate in provincial EMR integration, EMR tooling or quality improvement initiatives (e.g. Proof of Concepts)

Withdrawn
An EMR Offering will have its Certificate
Withdrawn for the following reasons:
Unresolved non-conformance -
Items of non-conformance remain unresolved after the
Cure Period expires for a
Suspended Certificate
Retired version of an EMR Offering -
When a new version of the EMR Offering has been successfully validated, the Certificate for the retired version of the EMR Offering will be
Withdrawn
An EMR Offering whose Certificate has been
Withdrawn: -
will no longer be eligible to connect clinicians to provincial EHR products and services.

will not be eligible to participate in new or existing provincial EMR integration, EMR tooling or quality improvement initiatives (e.g. Proof of Concepts)

will no longer appear in the list of
